Ernst Moritz Arndt (1769-1860) erläutert in seiner Broschüre die Notwendigkeit von Landwehr und Landsturm (sie wurde durch leichte Siege Napoleons in den Nachbarländern bewiesen) und schildert die Unterschiede zwischen diese beiden Formationen. Die Landwehr bestand aus den jungen Männern vom 20. bis 30. oder 35. Lebensjahr, wurde regelmäßig exerziert und wie eine ordentliche Armee bewaffnet. Falls nötig konnte sie nicht nur das Land verteidigen, sondern auch das eigentliche Kriegsherr verstärken und außerhalb der Landesgrenzen kämpfen. Den Landsturm bildeten dagegen alle zum Waffentragen fähige Männer ohne Standes- und Alterunterschied. Sie kämpften nur innerhalb des Landes, die Landesgrenze verteidigend.
